The City of Windsor is located in Windsor Township, one of the twenty-seven townships of Ashtabula County in the State of Ohio. The 2010 census found 2,279 people in the township. Windsor Elementary School (closed 2006) formerly served 172 students in grades Kindergarten-4, is now a community center, and houses the local Historical Society in one of the old classrooms.

The re-purposed Grand Valley Windsor Elementary School building is located at the corner of Mayfield Road and Chub Road.  The building contains several classrooms, a gymnasium, a stage, and a kitchen, all of which are available for rental by residents and non-residents.  Every year the Windsor Community Center plays host to several basketball tournaments, the Windsor United Methodist Church Community Days, the Windsor Fire Department’s Chinese Auction, a University Hospitals hosted health education fair, and many other fundraising and private events.
